That is a line from the Satanic Bible, by Anton Lavey, founder of the Satanic Church in San Francisco. It is a metaphor for human interaction that encourages complete disregard for empathy and pacifism - directly opposed to the ways of Martin Luther King Jr, Ghandi, The Dalai Lama, King Solomon and Jesus of Nazareth.

It is the impulse of our primal, uncivilized instinct to retaliate when we feel pain - whether that pain is physical or emotional. Only through the self-sacrifice of denying the urge to strike back, and then proactively attempting to understand the thoughts and feelings of those who have hurt us, can we break the cycle of violence.

This is not easy, but the rewards are great.
